CSOs’ Insights Bolster CSIS 2024 Findings, Pushing Governance Forward in Roxas City

To address gaps in government services and improve public satisfaction by providing a platform for evaluating government performance and identifying actionable strategies for improvement, Civil Society Organizations (CSOs) gathered on December 23, 2024, at Nesta’s Hilltop Hotel, Roxas City, for the Citizen Satisfaction Index System (CSIS) Roxas City 2024 Results.

The CAPSU CSIS Team, led by Dr. Louis Placido F. Lachica, Director of the Social Science Research and Development Center (SSRDC) and Project Manager, presented the findings with Dr. Leo Andrew B. Biclar, Vice President for Research, Development, and Extension (RDE) and Field Supervisor; Dr. Eimee D. Potato, Sigma College Satellite Director and Field Supervisor; Dr. Emmanuel Dayalo, Director of Instructional Materials and Publication, and Field Interviewer; and the SSRDC and RDE staff. The presentation provided insights into citizen satisfaction and guided focus group discussions where participants shared ideas and proposed solutions for better governance and service delivery.

Speakers included Dr. Leo Andrew B. Biclar, representing CAPSU University President Dr. Efren L. Linan; Dir. Cherryl P. Tacda, CESO V and DILG Provincial Director; and Ms. Hennessey L. Gasataya, DILG Regional Outcome Manager. LGOO VI Ginno B. Salamanca, CLGOO of DILG Roxas City, welcomed the participants, while LGOO V Therese Mae P. Auman, OIC Program Manager, closed the event with a call to action.

The discussions emphasized the importance of citizen feedback in shaping governance reforms and highlighted how collaboration among stakeholders can drive meaningful and lasting improvements for the community.

Suppose you are analyzing survey responses. If you collect thousands of responses but most of the data is incomplete, or the questions are poorly designed, the analysis will suffer.

For example, the conclusions could be inaccurate if key questions are left unanswered or misunderstood.

On the other hand, a smaller dataset with well-designed questions, clear responses, and thorough cleaning (removing duplicates or errors) would provide more reliable insights.

It’s crucial to prioritize data quality by cleaning, filtering, and verifying its relevance.

Dr. Efren L. Linan is CAPSU's 4th University President

The Chairperson and Members of the Board of Regents of Capiz State University have elected Dr. Efren L. Linan, Vice-President for Research, Development, and Extension as the next President of the University.

Dr. Linan is set to take the helm of the CAPSU presidency when the term of Dr. Editha C. Alfon ends on September 8, 2024.

Dr. Efren L. Linan completed his Doctor of Philosophy degree at University of the Philippines Los Baños in Laguna. He has served as the Director of Intellectual Property Rights of CAPSU from 2014 until 2020 and is currently CAPSU's Vice President for Research, Development, and Extension since December 14, 2020.

As we welcome Dr. Linan to his new role, the students, faculty members, staff, and stakeholders of the CAPSU community, are filled with optimism and hope. We look forward to reaching unprecedented heights in terms of growth, development, innovation, and continued success under his stewardship as we journey toward a brighter future for our beloved University.

SSIT RDC Initiates Basic Research Ethics Training

To promote the university's commitment to fostering a culture of ethical research practices, the Social Science and Industrial Technology Research and Development Center (SSIT RDC) of Capiz State University spearheaded a comprehensive two-day Basic Research Ethics Training (BRET) on July 8-9, 2024, at the Gerry Roxas Training and Convention Center, Dayao, Roxas City.

Dr. Efren L. Linan, VP for Research, Development, and Extension, welcomed the resource speakers and participants and emphasized the BRET's value in establishing and institutionalizing the university's Research Ethics Committee (REC) which will be responsible for reviewing and approving research proposals, ensuring that they adhere to ethical guidelines and standards.

Dr. Fred P. Guillergan and Prof. Lerma L. Paris from the Regional Ethics Monitoring Board VI served as resource speakers who engaged the participants in lectures, small group activities, and interactive sessions to enhance ethical standards and practices in research by acquiring an understanding of fundamental ethical principles, research misconduct, and the role of the REC in upholding these standards.

The participants include the center directors, extension director, research chairs, and the identified tentative members of the CAPSU REC who met the basic qualifications for training.

Dr. Leo Andrew B. Biclar, research director, delivered the closing remarks, emphasizing the significance of maintaining high ethical standards in research.

While this training marks the first step in establishing the CAPSU REC, a series of training sessions focusing on drafting the standard operating procedures and good research practice will be essential before submitting it for accreditation in the coming years.

The university's dedication to maintaining high ethical standards in research was evident in the success of this well-organized and impactful event.
