DOST-PCAARRD backs CAPSU's 5-year, P25.7 million Coconut Hybridization Projects.

To address important matters regarding the newly approved funded projects of Capiz State University (CAPSU) within the Coconut Hybridization Program of the Department of Science and Technology-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), an Inception Meeting was held on February 22-23, 2024, at CAPSU Dayao Satellite College, ATBI Building, Roxas City, Capiz.

Under the overall leadership of Dr. Salvacion J. Legaspi, CSRDC Director, the program titled "The Utilization of the Coconut Germplasm Collection at the Coconut Breeding Trial Unit (CBTU) for the Advancement of Coconut Hybridization in Western Visayas" is scheduled to run for 5 years with a total budget of 25.7 million pesos from DOST-PCAARRD.

The program consists of three projects focused on developing technologies for coconut hybridization and cropping systems, intending to scale up these technologies for commercialization.

Mr. Francisco T. Lutao Jr. will handle Project 1: "Rehabilitate the Germplasm Collection at the Coconut Breeding Trial Unit (CBTU) in Capiz and Optimize Cultural Management Practices," aiming to rehabilitate the CBTU and develop coconut-based cropping systems for 42-year-old tall varieties and 30-year-old dwarf varieties to encourage coconut farmers to revitalize their old trees and make them more productive.

Additionally, Dr. Legaspi will manage Project 2: "Utilization of the CBTU Germplasm Collection as Parent Materials and Pollen Sources for Hybrid Nut Production," which involves producing hybrid nuts for distribution to coconut farmers in the province and addressing anticipated problems in hybrid coconut production.

Moreover, Ms. Lailanie Abalde will oversee Project 3: "Development of a Hybrid Coconut-based Cropping System," aiming to develop a hybrid coconut-based cropping system that considers nutrient removal of hybrids, light pe*******on as trees age, sustainable soil fertility, and income increase.

To further enhance the implementation of the projects, Dr. Neil J. Melencion, PCA Regional Manager; Dr. Juanito B. Sangalang, S&T Consultant; Ms. Juafe M. Abareles, Capiz Provincial S&T Director; Mr. Andy Laurilla, Provincial Coconut Division Manager; Mr. Roy Benedict Peralta, PCA CFIDP PMO representative; Ms. Susan L. Garcia, Administrative Officer IV, OIC Budget Section; and the Crops Research Division of DOST-PCAARRD, represented by Ms. Ma. Cecilia S. Alaban, SRS, PDRG Assistant Head; Ms. Alissa Carol M. Ibarra, SRS II, ISP Manager for Coconut; Mr. Joel Norman R. Panganiban, SRS II, PMES Head; and Ms. Pauline Davis E. Caparas, PTS I, provided significant feedback during the presentation by each project leader. Consequently, the PCA and DOST of both provincial and regional offices assured support for the development of innovative solutions tailored to the program’s needs.

Dr. Editha C. Alfon, SUC President III, exudes profound enthusiasm and extends her heartfelt gratitude towards the projects, recognizing its immense potential to revolutionize the coconut industry. With keen insight into the agricultural landscape, Dr. Alfon appreciates the significance of such initiatives in fostering growth and sustainability within the sector.

The meeting discussed the commencement of the mentioned projects and enabled the project teams to clarify the roles of the researchers, implementing agency, and DOST-PICAARRD; define requirements, expected outputs and outcomes, and work plans; establish monitoring schedules and implementing strategies; agree on refinements of methodology; discuss the DOST-GIA Guidelines covering technical and financial aspects; and agree on the Monitoring and Evaluation (M&E) Plan. Likewise, the CRD M&E Team conducted a field visit at the involved R&D facilities in CAPSU.

CSRDC enhances research area at CAPSU Tapaz Satellite College

In an endeavor to improve the overall environment and landscape of the research area, the Crop Science Research and Development Center (CSRDC) executed a cultural activity at Capiz State University (CAPSU) Tapaz Satellite College in San Julian, Tapaz, on January 31, 2024.

Dr. Salvacion J. Legaspi, CSRDC Director, along with 13 CSRDC personnel and Mrs. Rocel Z. Delfin, the project in charge, undertook essential tasks in the area. These tasks included the data gathering of coconut seedlings, under brushing, cleaning, fertilizing the coconut trees, and planting sweet potatoes to establish an optimal environment for crop growth.

The aforementioned actions were prompted by recommendations from a follow-up monitoring and evaluation conducted on January 10, emphasizing the need for comprehensive agricultural strategies.

Furthermore, the activity was part of the intercropping study linked to the ongoing internally funded research project titled "R&D for Dwarf Coconut-Based Integrated Farming System in the Highlands of Tapaz, Capiz," aiming to significantly contribute to the success of the critical research initiative.

Integrating these efforts not only responding proactively to identified needs but also actively participating in cutting-edge research that promises to reshape the agricultural landscape in the Highlands of Tapaz, Capiz.

Legaspi conducts evaluation of two research projects at CAPSU Pontevedra Campus

Dr. Salvacion J. Legaspi, Crop Science Research and Development Center (CSRDC) Director, took the lead in the assessment of two internally funded research projects at Capiz State University (CAPSU) Pontevedra Campus in Bailan, Pontevedra on January 16, 2024.

During the monitoring of the "Phenological Characterization of
Dragon Fruit under Second District Conditions," which had already undergone grass cutting, drainage canal work, post-hauling, and transferring of site, Dr. Legaspi promptly implemented corrective measures. Specifically, she recommended raising the bed by at least 0.5 m to address drainage issues. This suggestion was communicated to the campus administrator along with a request for support in implementing the proposed changes.

On the other hand, while evaluating the "Phenological Characterization of Lemon (Citrus Lemon I.) Grown under Capiz State University Pontevedra Conditions," which had already established and transplanted 316 trees from asexually propagated lemons, Dr. Legaspi suggested some possible research that can be conducted. Additionally, she urged the campus administrator to organize a proposal writeshop.

Post-evaluation remarks emphasized the importance of early intervention and close collaboration with campus administrators, research chairs, CSRDC, and Research and Development (R&D) units to prevent potential challenges associated with the projects.

The broader purpose of this monitoring and evaluation goes beyond identifying challenges; it aims to assess the progress, impact, and outcomes of research projects conducted at CAPSU campuses. Legaspi leads Evaluation of Dwarf Coconut Farming Project at CAPSU Tapaz Satellite College

Dr. Salvacion J. Legaspi, Crop Science Research and Development Center (CSRDC) Director, spearheaded the evaluation of an internally funded research initiative at Capiz State University (CAPSU) Tapaz Satellite College in San Julian, Tapaz, Capiz on January 10, 2024.

During the monitoring and evaluation of the "R&D for Dwarf Coconut-Based Integrated Farming System in the Highland of Tapaz, Capiz," Dr. Legaspi swiftly implemented corrective measures. Specifically, she personally demonstrated proper cultivation techniques and suggested enhancements in cultural practices. To facilitate easy identification of plant varieties, she urged the responsible party to appropriately label and tag the trees.

Additionally, discussions on countering potential infections included training on correct protocols for managing and discarding affected components. Suggestions were also provided to prune branches that cast shadows on the trees, aiming to enhance optimal growth conditions.

Post-evaluation remarks underscored the imperative for early intervention and close collaboration with campus administrators, research chairs, CSRDC, and Research and Development (R&D) units to forestall potential adversities related to the project. Monthly progress reports were mandated to monitor accomplishments, with a call for possible assistance from campus administrators and research chairs. The significance of adhering to scheduled activities, providing plant tags and labeling materials, and emphasizing enhancing sanitation practices were also stressed.

CSRDC celebrates Christmas with Gratitude and Unity

Ending the year with a thankful and reflective spirit, the Crop Science Research and Development Center (CSRDC) wraps up 2023 with a festive Christmas celebration at the CAPSU Burias Organic Area on December 22.

The event began with a welcoming speech by Dr. Salvacion J. Legaspi, CSRDC Director. She emphasized the importance of the day as a time for shared experiences, spreading goodwill, and creating lasting memories that contribute to the overall joy of Christmas.

“Ga pasalamat gid ako sa inyo tanan sa tuig nga kita nag-ululupod kag na meet natun and mga deliverables. Sa subong nga adlaw, indi ninyo ako pag-ituring nga boss. Palareho kita diri kag ang atun, ma-enjoy gid kita,” said Dr. Legaspi, expressing her gratitude to all for a year of collaboration, achievements, and camaraderie.

Meanwhile, Mr. Kient Jerwin Tungala, explained the rules for the parlor games, bringing laughter to the venue as CSRDC staff participated in entertaining games, ensuring a lively and inclusive celebration.

After the fun and games, a delicious lunch was served, providing a delightful break for all attendees. The much-anticipated gift exchange followed, where each participant unwrapped a carefully chosen “something to use” gift corresponding to a previously selected number.

The festive atmosphere continued with a second set of games, adding to the overall joy. Dr. Legaspi presented a unique challenge involving shooting ping-pong balls into a cup and transferring goods blindfolded using a ladle. Participants showcased their skills and received well-deserved rewards.

To further spread holiday cheer, Dr. Legaspi generously distributed gift supplies to all CSRDC staff, emphasizing the spirit of giving and appreciation. The CSRDC Christmas Party ended on a high note, leaving everyone with cherished memories and a sense of unity as they bid farewell to the year with gratitude and anticipation for the future.

Legaspi engages in LevelUPHEI AFAR Project Culminating Forum

In a significant stride toward advancing agricultural education in the Philippines, Dr. Salvacion J. Legaspi, Capiz State University Crop Science Research and Development Center (CAPSU CSRDC) Director took part in the culminating forum of the Leveling-Up Philippine Higher Education Institutions in Agriculture, Fisheries, and Natural Resources (LevelUPHEI AFAR) project at the SEARCA Headquarters, Los Baños, Laguna, on December 12-15, 2023.

Highlighting the valuable insights gained by the project's grantees and the subsequent dissemination within their respective institutions, Dr. Legaspi, an alumna of the short-term training programs organized by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), was invited to deliver a brief presentation. The focus of her presentation centered on her personal experiences during the short-term training program and the current status of her Re-Entry Action Plan (REAP).

As a previous grantee of the project, she participated in the Cross-Visits to Higher Education Institutions in Southeast Asia Ministers of Education Organization (SEAMEO) member countries from December 5-9, 2022, in Bangkok, Thailand.

In a Facebook post, she expressed her gratitude to the agencies and individuals involved for the opportunity. “Thank you, SEARCA and CHED, for broadening our perspective through the LevelUPHEI-AFAR! Special thanks to Ma’am Nova Ramos and Sir Sonny Pasiona for inviting me to be a part of the culminating forum. I gained a lot of insights and knowledge. It was also a wonderful opportunity to visit UPLB once again, the institution that shaped me into what I am today. Thank you, CAPSU, for allowing me to attend,” she wrote.

The culminating forum marked the conclusive phase of the project's short-term training programs, serving as a platform to showcase the outcomes and best practices derived from capacity-building initiatives. The overarching goal of these initiatives is to enhance the relevance and competitiveness of Higher Education Institutions (HEIs) in the 21st century.

CSRDC Triumphs in Research Excellence

Success is an intricate journey demanding perseverance, resilience, and continual self-discovery, extending beyond mere goal achievement to encompass growth amid challenges. Vital aspects include setting realistic objectives, learning from failure, and adapting to adversity.

Consequently, the Crop Science Research and Development Center (CSRDC) earned recognition at PAGTUKIB 2023, held on December 4-6 at CAPSU Roxas City Main Campus. Dr. Salvacion J. Legaspi, CSRDC Director, was honored as the Best Research Paper Presenter in the Science and Technology Category for the paper titled "Production of Coconut Seedling and Copra in a Single Nut: An Innovative Approach in Coconut Production." This recognition stemmed from the 1st International Multidisciplinary Research and Extension Conference at Batanes State College on September 19-22, 2023.

Furthermore, Dr. Legaspi, along with research assistants Raymund Lizada and Arnold V. Dela Rosa Jr., secured the 2nd Runner-up position in the Natural/Biological Research Category for their study, "Pest and Soil Fertility Dynamics Under Organic Cultivation System" at the 41st CAPSU RDE Faculty Year-end Symposium on November 14-15, 2023, at CAPSU Pontevedra Campus.

In essence, navigating ambitions unveils success as a perpetual expedition, urging individuals to surpass perceived limits and shape their triumphs.

CSRDC leads efforts to revitalize Capiz Bamboo Industry with Proposal Writeshop

Capiz State University's Research Development and Extension (RDE)—Crop Science Research and Development Center (CSRDC) organized a comprehensive two-day Bamboo Proposal Writeshop on October 18-19, at the Harimuyngan nga Padapunan, San Julian, Tapaz, Capiz.

Dr. Salvacion J. Legaspi, CSRDC Director, presented a synthesis of the Bamboo Stakeholders Meeting on October 2 at the CAPSU Dumarao Satellite College Conference Room. This synthesis encompassed several key issues, including insufficient funding, limited data on propagation and production processes, challenges in marketing management, and the need for policy support.

Participants were then orientated on the mechanics of the writeshop, and were grouped according to their areas of expertise. Thereafter, they worked on crafting their proposals until the afternoon of the second day when they presented their outputs for critical examination by Dr. Legaspi and fellow participants, with a view to refinement and enhancement.

Participants who completed and submitted their proposals were duly recognized with certificates of participation, while those with substantial revisions required were assured that they would receive their certificates upon completing the necessary changes.

The writeshop was participated by the selected CAPSU faculty researchers from various fields such as Social Sciences, Agriculture, Animal Science, Agricultural and Biosystems Engineering, Tourism, Business, Extension, and Food technology.

In closing, Dr. Legaspi gave her heartfelt gratitude to all individuals who contributed to the success of the activity.

"I am profoundly thankful to Dr. Ronilo Berondo [Training Director] for the exceptional accommodations and services provided. I would also like to express my gratitude to the entire RDE family under the leadership of Dr. Efren Linan [VP for DRE] for their unwavering support in making this activity possible. And, of course, I extend our deepest appreciation to Dr. Editha Alfon [SUC President III] for granting us this valuable opportunity. To all our dedicated participants and the CSDRC staff, your commitment is truly commendable," she said.

This activity aimed to promote the bamboo industry in the province by addressing local farmers' concerns, assessing its current status, exploring beneficial technologies, and identifying areas for future research and development.

CSRDC hosts Consultative Meeting to Advance Bamboo Industry

Capiz State University's Research Development and Extension (RDE) – Crop Science Research and Development Center (CSRDC), in collaboration with CAPSU Dumarao Satellite College, convened a Consultative Meeting on the Bamboo Project at the campus's Conference Room on October 2.

Dr. Efren L. Linan, Vice President for RDE, articulated the timeliness of the event as an opportunity to identify avenues for meaningful contributions, driven by their unwavering commitment to uplifting the bamboo industry in Capiz province.

“This is the high time para makita namun kun diin kami makabulig because we are very much willing nga i-uplift natun and bamboo industry diri sa atun nga probensya,” Dr. Linan said.

To gain a comprehensive understanding of the challenges and explore potential solutions, a workshop was conducted. Stakeholders highlighted several key issues, including insufficient funding, limited data on propagation and production processes, challenges in marketing management, and the need for policy support. In response to these, they proposed the establishment of strategic partnerships and linkages with relevant agencies to secure funding and facilitate continuous skill development.

Dr. Salvacion J. Legaspi, CSRDC Director, expressed her gratitude for the valuable insights shared during the meeting. She emphasized the importance of capturing the identified issues, connecting them with the appropriate agencies, and devising effective solutions.

“Mapatawag kami et writeshop nga didtu namun ubrahan et possible nga proposal kag ma-brainstorming man kami sa RDE kun paano namun atu ma-capture kag macollaborate with other agencies,” Dr. Legaspi explained.

The meeting was participated by a diverse group of stakeholders, including tourism officers, farmer associations (bamboo growers), members of the Indigenous People’s community, representatives from the Department of Environment and Natural Resources and Department of Agriculture-Research Outreach Station-Dumarao, as well as faculty and staff from the campus. This aimed to thoroughly assess the potentials and challenges facing the bamboo industry within the province.
